Planning Commission Meeting
November 19, 2013
The monthly meeting of the New Britain Borough Planning Commission was called to order by Chairman David Holewinski. All commission members were present, except Mr. John Remmey and Mr. Karl Dieterichs. Mr. Joe Cangelosi motioned to approve the minutes of the June 18, 2013 meeting as written; seconded by Dr. Michael Parke.
Peregrine Surgical, 51 Britain Drive – Minor Parking Sketch
Mr. Todd Richman, Peregrine Surgical, explained the recent removal of two large trees due to one tree being diseased and the other hanging over an existing structure. Mr. Mark Hintenlang explained the normal procedure would entail land development process when a change is impervious, increase by more than 500sf and building is industrial. A land development process would prove to be cumbersome in this case with less than 1,000 feet impervious. Mr. Richman explained with the removal of the two large trees, they have planted 10 smaller trees. Mr. Richman is proposing the addition of three parking spaces; currently a few of the 45 employees park on the street due to limited parking. Mr. Richman further described the space as having a bump out of grass. Mr. Hintenlang confirmed the Borough is in the process of working with other businesses in the area to alleviate street parking for employees. Mr. Richman would be required to conduct a post hole water test without rigorous testing and lengthy permit process. Mr. Hintenlang suggested issuing permits rather than the land development process once he reviews the subdivision ordinances to ensure compliance and Mr. Tom Yatsky’s review of potential zoning issues. The Planning Commission agrees with Mr. Hintenlang’s course of action. Mr. Richman will contact Mr. Hintenlang to start the application process.

With the impending police regionalization, Mr. Holewinski explained the need to have New Britain Borough ordinances aligned with Doylestown Borough ordinances; specifically ones that impact police enforcement.
DCED Trail Grant Support
Ms. Trymbiski has requested a letter of support from the Planning Commission for the DCED Trail Grant along Butler Avenue and Access Road A. The bike/hike trail will connect to Safe Path for schools and continue to Town Center traveling along the North side of Butler Avenue. Mr. Holewinski stated the grant request is in compliance with the Comprehensive Open Space Plan. A motion was made by Mr. Cangelosi to provide a letter of support to DCED on behalf of the Planning Commission; seconded by Dr. Parke.
