Planning Commission Meeting
November 20, 2012

The monthly meeting of the New Britain Borough Planning Commission was called to order by Chairman David Holewinski.  All commission members were present, except Mr. Karl Dieterichs, Mr. John Remmey and Mr. Jack Brady.   Mr. Joe Cangelosi motioned to approve the minutes of the October 16, 2012 meeting as written; seconded by Dr. Michael Parke.

New Business:
Black Oak Properties – Field Change
Mr. Jim Chant presented the amended final building plan with minor parking lot revision allowing improved access by tractor trailers to the loading dock.  Additionally, the revision will save on fill material.  The plan changes are considered to be satisfactory as a field change.  Mr. Mark Hintenlang will review and approve the field change; no further Planning Commission presentation is required unless other changes or concerns arise.

Mangar Medical Packing, Britain Drive, Bike and Hike Concerns
Mangar Medical Packing has raised questions regarding the bike/hike trail.  The questions focus on liability, relocating trash dumpsters, improvement of easements, preventing trespassers and affect on existing improvements.  Jester has contacted New Britain Borough with concerns, as well.  Mr. Tom Yatsky will review New Britain Borough solicitor’s comments and respond to both Mangar and Jester.

Old Business:
Open Space Plan – Update
The Planning Commission members have reviewed the Open Space draft.  Current purchase of the Apple Orchard property, located in Doylestown Township, was discussed with focus on extending the bike/hike path through the property.   Ms. Robin Trymbiski discussed the New Britain Township Powers property with Ms. Lynn Bush.  Ms. Bush suggested jointly acquiring the property and leaving as open space.  The Powers property will remain in the Open Space draft at this time.

Student Housing Ordinance #240
Delaware Valley College has outlined several student housing concerns to New Britain Borough.  Mr. Tom Yatsky has done extensive research and will request Mr. Mike Goodwin, New Britain Borough Solicitor, to review the ordinance again.  The ordinance has been modeled after several university towns of the same size.  The Planning Commission will invite Mr. John Brown, Delaware Valley College, to attend an upcoming Planning Commission meeting to discuss his concerns.
